Shalena Opbroek founded CivSec S.M.A.R.T, the technology company of CivSec Group B.V., in 2025. She leads the company and its client relationships. Her aim is simple: professional websites, software and AI within reach of businesses of every size, built by a team you can actually reach.
Her background is in public safety and enforcement in the Netherlands. That is where a habit comes from that runs through everything CivSec builds: think about what can go wrong before it does, and build security in from the start instead of adding it later.

What she is responsible for
Every article in our knowledge base appears under Shalena's name, because as head of the company she is responsible for what we publish. If an article is wrong or out of date, that is on us, and we fix it.
How we write our articles
Why we write them
Business owners ask the same questions before they buy a website, software or an AI system: what does it cost, what can go wrong, and what should I ask a supplier. We answer those questions in plain language, so you can decide, with or without us.
How they are made
Our articles are researched and drafted with the help of AI tools, working from primary sources: laws and regulators, official documentation, standards bodies and vendor documentation. We use AI because it lets a small team answer many questions properly. It does not replace checking.
How they are checked
Before publication every article was checked: its links against the sources listed at the bottom of the article, and its claims in a separate review round. Claims we could not back up were taken out or rewritten. We do not make up case studies, client quotes or numbers.
How they stay current
Each article shows the date it was last updated. When rules, prices or products change, we update the article and that date.
